The Missouri Department of Higher Education is in the process of developing its next coordinated plan for state higher education.

The plan seeks to strengthen four components of higher education:

  • Accessibility
  • Affordability
  • Quality
  • Completion

To do this, Missouri must focus on opportunities to reduce the gap between the cost of attendance and available need-based aid. On June 4, Karissa Anderson, Manager of Advocacy and Policy Research at The Scholarship Foundation of St. Louis, testified before the Blueprint steering committee in Cape Girardeau and highlighted the disparity for students with financial need. Read her testimony.

At the same meeting, Karina Arango, education policy intern, testified on the inequitable distribution of the state's merit-based aid program Bright Flight. Read her testimony.
